Sixty-eight acres that once housed a massive, dying indoor mall, have been transformed into the Raleigh Springs Civic Center, which includes the Raleigh Public Library, Raleigh Springs Skate Park, and the Traffic and Special Operations Station/Austin Peay Police Station.
The station merges two entities previously housed into two buildings – a replacement for an outdated police precinct and a headquarters for traffic and special operations – into a single, dynamic 38,000-square-foot Memphis Police Department Building. The merging of the two entities and respective buildings reduced costs by 22 percent through shared use of common areas, exercise facilities, mechanical systems, and information technology.
The bold design of the building, including sharp, symmetrical lines, is an allegory for the strength and stability of law enforcement. Adjacent to the police building is the curvilinear design of a 3,000 square foot building for motorcycle repairs whose radial metal surface is a perfect screen for kinetic lighting with various colors that light up the night sky.
The master plan developed by this firm resulted in the Raleigh Springs Civic Center becoming an iconic statement of optimism for an important and historic area of Memphis.
